In Metropolitan Life, the sister of a deceased individual brought a third-party negligence claim against the United States pursuant to the FTCA, asserting that she was unable to recover on her brother’s life insurance policy , of which she was the named beneficiary, because a federal personnel clerk had failed to preserve a signed original copy of the deceased’s beneficiary form.
